I live in the area and it really looked like they were hooking them today.
I went to visit my GF in Beggs today and made two trips to Opelousas for unscheduled needs.
Both trips, on the way there and back, they were pulling people over. At one point they had two cars working the Interstate.
As others have said, it's their main source of revenue.

Fighting a speeding ticket by proving you were speeding?
You've admitted to speeding, the fine won't be any different. Pay your ticket.

State law says they can't keep fines from tickets less than 10 mph over, Washington has been busted for breaking this law on a couple occasions

Arguing that you didn't deserve a speeding ticket because you are bringing evidence that while you were speeding, it wasn't as bad as the officer cited, isn't going to get you anywhere.
Especially in that jurisdiction

Isn't from 1-10 MPH over the same price?
Think it's 1-5, 6-10. At least it was in Texas

Fighting a Washington PD ticket
Slim to none but what your cruise control says doesn't mean much. Federal law allows a 2.5 percent margin of error to your speedometer coming off the line. Do you have the tires you had when your car rolled off the line? Are they properly inflated? This could also affect the margin of error that your speedometer is showing.
Use a GPS to check out your speedometer.
Also the prosecutor or judge will probably talk about the Cosine Effect of radar which says that unless the cop was standing in the middle of the road when shooting your car the reading on the radar will show a reading LOWER than what you were actually traveling.
As far as the calibration records, I have a feeling they would be "accurate and up-to-date" as of your court date.
It's Washington PD...I'm sure many a weary traveler has fought their tickets to no avail.
