Yea, this makes sense. I was more speaking of the permit specifically when it says that the Commissioner can issue a permit to a retail establishment, and that means that you cannot have an event any place else. To me that just says I don't have to get the permit for anyplace else.

Obviously the admission fee is an interesting aspect of the issue. An aspect that this current administration cares a lot about, unlike in the past.

All of this is being driven by rogue operators who would come in for things like the Super Bowl or All star game, rent out a place, and throw a "private event" and shite would go down and the promoters of these parties would be gone before the money cleared the bank.

It sucks that homebrewers, and all festivals really, are being lumped in to atone for the sins of booze carneys.
