If you read / listen to the story, they go to Galliano, where there is some tree that old folks gather around. Apparently they fancy themselves kingmakers of politicians, though it's hard to believe that the bosses of Galliano have that much sway.

I don't think the reporter actually expected the guy to come out and say something racist. She was asking him about what he thought of the ACA; he was saying that Landrieu's support for the ACA has made him decisively against her. The reporter asked him if he voted for Obama in 2008 and that was his response.
