Summary: got a book shelf...want to drill some holes or a hole big enough to run wires through
Question: what tool is best to use for this? Is cracking or splintering the wood inevitable?

a drill
Use a hole saw if you need too, nothing bigger than 5/8th's

might wanna put some painters tape on the wood before you drill to cut down on splintering

Use a wood drill bit. Drill through from one side only until the point of the bit comes through. Then drill through the other side. Much less splintering that way.

I'd use a forstner bit, if you have one on a high speed drill.
