Somewhat true for asian-americans, but to go outside the scope of this thread, we can see bigger reasons. China and india, despite having nearly half of the world's population cannot compete with the US or even Spain in Basketball, soccer, and other speed+strength related sports. Trust me, they ain't all studying over there.

Are sports a big part of the culture in these countries? If so, they may be totally different types of sports. I would also imagine that the political atmosphere of the area effects that. I'm totally ignorant to that part of the world but I would imagine that if they had the resources to recruit the best athletes from such a large pool they could be competitive in whichever sport they concentrated on

The only sport emphasized in India is cricket, and maybe badminton. Those people can afford to play sports for a living. There's enough diversity among 1 billion people to field a good team but they really don't put enough resources into doing so.
Now that they realize that sports plays into national pride, they're playing catch up. The NBA has started camps in India to try to find talent. A lot of these people have never heard of basketball before.
