I believe that's either a juvie Swainson's hawk or a broad-winged hawk. Neither are commonly used in falconry. It was probably just very accustomed to people.

I assume you're suppose to have a special license to be able to legally trap a falcon? Difficult to obtain? expensive?

Not that I'm thinking of doing it, just wondering
