the brtcy filing will stay on a credit report for at least seven, maybe ten, years. Best thing to do is work to rebuild the credit history...probably has more negatives than just the chapter 13 filing anyway.

Most likely. Bankruptcy filings do not deter every lender out there.

The fact that he was dismissed opens up a lot of questions. Did he stop paying the trustee? Did he lie to the trustee?
