Yes, those are Stern's rules, and they were made with the intent on keeping scoring at an entertaining level, but in the last 25 years, the game has still become way more physical somehow. It was entertaining when 2 or 3 teams played Motor City Bad Boy ball, but now there are only 2 or 3 teams who DON'T play like that, and it isn't good (don't get me wrong--I still like it, but many are subconsciously turned off by it). The solution is for officials to be hawks on what we call ticky-tack fouls. Sure, we'll all bitch about them, but the game will be one more focused on skill and less on brute strength (not that either is good or bad), and scoring will naturally increase since scoring will be easier.

No it hasn't. Just slower. The pace of the game is slower because you can't put a hand on guards anymore(thus less physical), so they just pound the rock for 5-10 seconds a possession.
