While state lawmakers scramble today to try to reach an 11th-hour agreement on the state budget and avoid having to go into special session later this year, one issue they won't be debating is whether to dedicate money to coastal restoration and flood protection projects. That's because the Senate effectively killed a constitutional amendment that would have committed money from the 2010 Deepwater Horizon oil spill settlement to the Coastal Restoration and Protection Fund. Though House Bill 118 by Rep. Simone Champagne, R-Erath, passed the House unanimously in early May, the Senate never acted on the proposed legislation, which, had it been passed by voters, would have dedicated billions of dollars to coastal restoration and flood protection projects. Garret Graves, who chairs the state's Coastal Restoration and Protection Authority, says the Legislature's lack of action comes as a disappointment at a time when the agency needs as much help as it can get to shore up the state's shrinking coastline. But he remains optimistic, or at least diplomatic, with respect to the possibility of future funding. "Gov. Bobby Jindal has been clear on his commitment to community protection in south Louisiana," Graves says. "We are confident that RESTORE funds in our state will be properly invested in projects that have been through a transparent public process." —

What a fricking pile of steaming shite!!!!!!!!!! I have less and less faith in our govenment with each passing day. We need normal people in these positions of leadership.......not these fricking career politicians who's only care is advancing their own career and keeping themselves on the public teet.

It's not just the Capitol. It's any public position. They have no real concept of money already and all this BP money makes it worse. My wife works in the tourism industry and they just toss around figures from BP settlements like it's nothing. I have to remind her how ridiculous how much money is wasted from this whole situation. There are too many people and organizations wasting BP money that could be used for worthwhile projects, but instead some small town visitor's center get's 300k worth of flat screens and shite.

I thought that was the whole point of the BP money? I hope they don't leave this as an opening to funnel the money elsewhere.

That's just the BP money. The 2006 RESTORE act shares federal offshore oil and gas royalties with the state and provides funding for the Coastal Protection and Restoration Authority (CPRA).

Not exactly, the whole point of the BP money was first to clean up the spill, then to reimburse businesses and families for lost revenue due to the spill. There is also provision (I believe) for future spill responses and prevention. And lastly there were punitive charges to BP. There has been debate on how much to dedicate to restoration, and how clean up and restoration are related, but mostly the BP money was seen as clean up money/reimbursement for expenses incurred, while the RESTORE act money is dedicated for restoration.

I'm thinking that's how it's mostly supposed to work. But I could be wrong.

You are exactly right. There are enough environmental activists, government bureaucrats, bullshite consultants, sloppy contractors, unscrupulous vendors, etc. to swallow up the whole BP settlement and more. The coastal protection government-environmental contractor complex will burn billions and fail miserably in an inevitable losing battle to simple forces of nature.

Refusing to hand over a giant pot of cash to them is one of the best moves this legislature has made. (Not that they will spend money on anything worthy instead).

A big part of the problem is that residents of coastal Louisiana don't want the state to do what is required for coastal 'restoration'. It would take periodic widespread flooding of the coast in order to deliver sediments back where they're needed. People that live on slabs in the coastal zone (probably most of the houses) don't want flooding, they want levees around their property. That won't work, and only makes the problem worse.

Yes, he has been very clear that he will rob every fricking penny from coastal restoration funds to balance his budget. What a crock of BS
