I think another reason for the doe days is that it easier to manage compliance with the limit. Right now, no real way to stop someone from shooting too many deer if they don't report their kill. At least with doe days, they will know you are outlawing if they see a dead doe during the week.

I think you are right.

I wouldn't have a problem with only killing 4 total either. If I kill two I quit hunting for the year, other than something with a nice rack.
