Help me I.D. this Strange Bird prowling around my back yard

I thought I'd seen everything in my area of TX, but this strange one arrived this morning. WTF?
-About 20" tall
-Flies like a hawk
-Colors similar a hawk
-Weird elongated beak
-Has a tuft of feathers on the back of it's head
-When walking, it has a stride like a chicken or a turkey...doesn't waddle like a hawk.
-Walks around on the ground quite a bit
Pics below were taken from far away and had to be blown-up...best quality I could get.

isn't that a Chicken Hawk?
I thought they had larger beaks. Not sure though. Looks like a raptor type bird though.

South or central Texas? There's quite a few in those areas.
