I don't know why I think this, but maybe ILikeLSUtoo lives in the area.
They can raise their taxes, have better schools, and higher end neighborhoods. Eventually, of course. Essentially, they can keep the poors out.

I live in a "city" that essentially did the same thing in 2005. EBR school system sucks.

This. Although, Central is not exactly upscale since it has its fair share of trash/rednecks, but not the meth kind. I don't think it's really headed in a direction of being anything "elite" -- just better than Baton Rouge. The main thing is it doesn't need gated communities and you don't need to send your kids to private schools for them to be safe and get a good education. Same will go for St. George. It's just legal segregation.
