Currently or all time. Just kind of wondered this today with how popular Macklemore has gotten.

Does it count if they sign themselves under their own label?

I would say yes, as long as they weren't previously signed.

I was going to say maybe 311 because of how big their fan base is but I forgot they were under Capricorn for a little while.

There are a lot of named artists who were once signed to labels, that are now putting out records on their own.
For independent artists, labels are really becoming more and more irrelevant. Many are using websites like Kickstarter to solicit fans to "finance" their new records.

I would think Loreena McKennitt is way up there. She couldn't get signed... created her own label and has sold millions world wide and tickets in the nosebleed sections are $75.
ETA:
She had sold approx 14 million albums worldwide as of 2010.
"The Mummers Dance" peaked at #18 on Billboard Hot 100 in 1997
2 Gold Albums (US chart)
1 Double Platinum (US chart)
1 3x Platinum Canada
2 4x Platinum Canada
