1994 with shawshank redemption, pulp fiction and forest gump looks strong to me.
additionally, while shawshank and pulp fiction are 2 of my all time favorite movies, i have zero problems with forest gump winning best picture.

Definitely the best in the last 6 years. I suspect further, but I didn't always see all of the nominees before that.

1994 had Four Weddings and a Funeral and Quiz Show nominated for Best Picture so that automatically disqualifies it from being in the discussion. The best year for Best Picture nominees has to be 1975. These were the nominees that year.
One Flew Over the Cuckoo's Nest
Barry Lyndon
Dog Day Afternoon
Jaws
Nashville
All of those movies are classics and still remembered today. I can't think of another year when the Academy went 5-for-5 in its nominations for Best Picture. To hit on all of them is extremely impressive.

That's probably my #2 on the list. The main reason why I don't have it as my #1 though is that there were ten Best Picture nominees that year. Gone With the Wind, Mr. Smith Goes to Washington, Wizard of Oz, Stagecoach and Wuthering Heights are the five movies that everybody considers classics from that year. Would all five of those movies have been nominated from Best Picture if there were only five Best Picture nominees that year? Probably not. That's why I'm so impressed with 1975. They only got five Best Picture nominees that year and went 5-for-5. It was one of the rare years where the Oscars got it all right.

Agree with this. Simply an unprecedented slate of great movies.

Just of the top of my head
1941 had
Citzen Kane
How Green was my Valley
The Maltese Falcon
I think there was another classic in there also.

Why is it DQ'ed for nominating one of the decades best and probably 2nd best movie of what may have been the best year ever and good romantic comedy?
