The 10% thing was part of the 'Break Out' movement. It was designed to scare straight people into demanding govt fund a cure for AIDS.
The biggest lie in Break Out was that AIDS would mutate to an airborne virus like Flu and you could catch it from someone sneezing.
Gay activists knew that they were too small in number to effect political action unless they scared heteros.
