What % of weak episodes constitues a down season for great shows?

After watching the recent flack Community,The Walking Dead and (somewhat) Justified this week it got me thinking about this. I would say if 20% or more of the season is below it's own shows standard I'd consider it a down season.

Thoughts?

It depends on the type of shows. Some shows are structured so that it is impossible to have consistently great episodes. Comedies on the other hand should be held to a higher standard. Other shows should be viewed from a whole body of work over a season perspective

I don't know but I'm worried about Community after these last two episodes. They weren't necessarily bad but I mean it wasn't what I've come to expect
