Look for a small firm---not tiny--that does small and medium sized business and small governmental entities. Or go to work in a medium sized company as an accountant.
As an employer I have had to hire a couple of accountants and not once did I see a Big 4 guy with broad enough experience to work for me. Some had no idea what a 941 was or could not answer broad tax questions. I think those big 4 guys get button holed into narrow work and miss a lot.

I think tax is a different ball game. But if you get on a good medium sized client in audit you are going to get a lot of different experiences. I think TOCs are the most valuable thing you can do in terms of getting actual experience that will help you.
