More than 200 homes have been evacuated. Electricity cut off for all homes in the neighborhood.

Sure thing. Although it's terribly insensitive now given the events, there's also a Twitter hashtag at #Indyboom that was set up after the initial explosion. It's also a good source of information.

The way they are talking about the city providing shuttles to help people they've evacuated, etc... Sounds like city utilities are definitely at fault.

That neighborhood only has one entrance/exit. They've been trying to get people out, and using the city buses is the most efficient method, especially now that they're moving them a bit farther than the school adjacent to the neighborhood.
You may well be right, but I'm not sure that's a certainty yet so much as a matter of logistics.

Yeah - They were talking about providing transportation for the 50 or so people left at that school. If they're moving them to another pick-up point or shelter - That makes sense. The way she was saying it was like they were going to give the people rides to wherever. I was thinking that's awfully nice of 'em... GUILTY.
