That is civil society. That is what charities and civic groups and churches do to help one another make sure that they can realize the value in one another.”
“And you can do all that by cutting taxes?” the interviewer asked. “With a big tax cut?”
“Those are your words not mine,” Ryan replied.
And there the interview ended, prompted by an aide (presumably?) off-screen, and Ryan removing his mic. To the interviewer, he remarked, “That was kinda strange, you trying to stuff words in people’s mouths?”
I don't think he could of handled that any better

Please point to one serious interview Obama has done in 4 years. Univision? The guy was cringing just trying to answer serious questions and lied by saying Fast and Furious started under Bush. Try again

I think I can see where the interviewer was heading with his comment. I think he was insinuating that the social changes and opportunities that Ryan is advocating to lessen crime are provided by social programs funded by tax dollars. Therefore, "cutting taxes" would be a detriment to these endeavors, hence the question.
However, I find it hard to believe that the reporter didn't know the time constraints of the interview. He just tried to ask a sensationalist question right before the interview ended.
