Admins: Avatar & Sig line privileges resinstatement

Admins,
My avatar/sig line privileges were revoked in the past due to avatars being too large and/or out of specs, as nothing will show up when I post. I have added the below pic in my profile and would like to get it all to show up again...please..
I now see....Images should be approximately 30 Kbytes in size. Anything larger than that causes threads to load up slowly. Avatars should be no more than 150 pixels in height and 150 pixels in width. Signature images should be no more than 150 pixels in height and 400 pixels in width. To view an image's pixel size, right-click on the images and go to Properties. The dimensions are shown as width by height.

well it needs to be revised apparently.
I got this message "ADMIN: Your image is not appropriate...please choose a new one...thanks"
I don't really care if this is my avatar but I'd like to know the rules for the future

32 pixels wide x 75 pixels high (less than 150x150)
In what way is the image inappropriate?
Are animated images expressedly forbidden? Because the rules don't reflect it, and there are uses who have animated avatars (notably the blinking chicken)

Hardly excessive.
You posted a gif that is 1645Kb and contains 24 frames.
My gif was 6kb and contained 4 frames.
But apparently the Guidelines have been updated since my post, and animated images have been forbidden.

They've been forbidden as long as I've been here. There are several that are grandfathered in though
