how would I go about finding someone to do apprenticeship under.

Tip:
Tell them you'd like to go on a tag along. Try to go to any meets they're having. Get to know some of them and learn what it takes to do this sport before you start asking someone to sponsor you.
It is both federally and state controlled. There is a set of federal laws that must be followed, and each state has the power to further restrict based on the federal guidelines.
If you're really serious about it, it can be done. There is the problem of finding a sponsor, there's a written exam, there are facility and equipment inspections, and then the two year apprenticeship. It's a hassle in the beginning, but once you get past that and learn the ropes, it's pretty straight forward.

So, for someone thats done no research, what is the hood's purpose? Do they not try to fly off if they cant see?

Keeps them calm. If they can't see danger, they don't think it's there. Without the hood, some hawks will bate (try to fly off) a lot, or attack any dead rabbits you're taking out of your bag, etc.
