Got a friend who's a lawyer? Send a letter on legal letterhead requesting immediate payment of an attached repair estimate. Or send the same strongly worded letter on your own letterhead. If you take him to small claims court he's probably not going to be a convincing liar. I definitely don't recommend walking up to him in any setting. A guy who doesn't have auto insurance isn't far from other criminal behavior.
I backed into a Kia minivan and put a tiny hole in the plastic bumper with my hitch. The guy sent me a bill for $775. I felt like I was getting jobbed but what could I say?

To tell u the truth Mr. Halliburton, your screwed. W/o a police report u have no leg to stand on, hopefully he doesn't realize this though, for ur sake
