I still stand by my opinion...it is his fault that he got in front of a moving car. Once he saw the car wasnt stopping,he could have easily moved out of the way, but he didn't, because he subconsciously thinks that he is in charge of everyone and everyone has to cower to his every command. Most people are scared of cops and will do whatever they are told, this guy wasn't.
He really could have moved if he didn't want to get hit. He had plenty of time. This guy could have expected him to move just as easily. I expect my dog to move when I drive by him. Hell, even he can figure that out.

The cop wasn't trying to avoid being hit by the car, but I don't think you get that. He was trying to stop the person from driving away.

Why should the cop move? He was writing a ticket and needed to hand it to the driver or put it in his windshield. If the driver drives away he can't do that. The cop did absolutely nothing wrong by standing in front of the car.

i would expect any reasonable person not to try to move his car while i'm writing a ticket especially while i stand in front of it. you're acting as if the cop jumped in the way of a moving vehicle. As soon as the cop noticed the guy get in the car he immediately moved in the way of the vehicle so the guy could not leave. Which the guy should not have tried to leave to begin with.
