Foreclosures - bank/realtor says 410k...

what do you think they'd take? Obviously there are variables that make each situation unique but just looking for a rough figure on how much to offer.

Find out what is owed on it. Then ask if the bank would do a short sale(take less than what is owed on it). Get your realtor to run comps, estimate the amount needed for repairs and so forth, and offer low. Hope for the best

Did they price it low to attract a bidding war, or did they overprice it expecting to be low-balled?

What do the comps look like? (price/sq ft)?

The guy gave virtually nothing, so the advice was based on nothing.
