Pelosi and her committee heads oftentimes wouldn't even let Republicans offer amendments up in committee, let alone on the floor.
If you want more proof of the Democrats' unwillingness to work with Republicans, do some reading on the Dodd-Frank conference committee and the attempt to officially recognize Fannie and Freddie's liabilities.
