If doping is considered then Armstrong for certain.
But straight anabolic steroid "juicing" I think that Mike Powell and Javier Sotomayer juiced. They went from mid level guys to WR holders, I still question Bolt but he was a 200 guy though who was starting to turn it on.

Tiger very well may have juiced. I don't THINK he did but I'm not sure. And the reason I quoted this is because that is awfully stupid to say. I know a lot of players to get ligament and tendon damage.
