I had an older cousin who did this as a coping strategy for his Vietnam PTSD. It cost him a couple of years as a guest of Uncle Sam, but he got some help while he was inside and it improved his life in the long run.

Had a kit with these green dynamite sticks, had to mix the compounds and fill the stick and seal it. had a spool of instant fuse and then a 2 minute fuse that went on the end of the instant fuse. Buried the sticks down in the dam and spooled off the fuse about 50 yards and then ignited the 2 minute fuse. That was fun

They really over built that thing. It's still really only a parish prison and there is nowhere near enough crime to need a facility that size. That's why they also get inmates from surrounding parishes and federal.
