Actually I was part of a set up for my client in 2010 when they decided to open up an office in Moscow. I dealt with "legal" concerns mostly. Had to go there 2x for a month each time. The corruption you deal with there is profound. Everybody has their hand out from the local politicians and some national ones in the Duma to low level bureaucrats.....and then there are their associates in the private sector some of which do not try to hide their tattoos.
We like to bitch in the states about bureaucracy and a little graft, it is nothing when dealing with institutionalized state sanctioned graft like Russia where very little is transparent.

Without disclosing anything private, what kind of scale are we talking about? As a percentage of revenue or percentage of running costs, how much does the corruption cost?

The point is that we are the shithole now, versus many of these other places we've been told are much worse authoritarian, dangerous shitholes... and we need to examine how things here got this way... and maybe figure out a way to fix it.

Pretty much everywhere in Europe has a nicer, better kept metro than NYC. Not the best point of comparison lol.
And if you want to see really nice and efficient stations, Japan is unrivaled.

I would say whatever you were planning to spend if you were stateside even with some graft, tack on about 60% above that mark just to be safe.Our cost overrun was approaching 45% of what it would cost in NYC so if you were going to spend 1 million.....add about an extra 450-550K just to be safe.

Yep..check some of the walking tours of Moscow on Youtube and you would be amazed at the well dress pretty ladies everywhere. Also, I've yet to see a piece of trash littering the sidewalks or streets. Of course, the demographics are a lot different from many of our big cities IMO. Go figure!

After you got the Russian Good Housekeeping Seal of Approval it would calm down a bit. But we had to have Russians on the payroll. Some were very good and would help you navigate the morass there. Then there were some that we just "needed" to have. They served no other function other than if you did not have them, business gets harder to do.

In the end, did the Russian office make your client enough to make it all worthwhile?

Never been to Russia. Can say that the horse stables in my barn are nice than any American city as well. Cleaner and they smell better too.
