You have a problem with this that you need to address.
Apparently, the guy had no fentanyl and no gun. Those charges, brought that night mind you, were dropped. You need to be asking the question of why they were levied in the first place. If what is being stated as fact in this thread is true, your outrage is greatly misplaced.
It is all fun and games as long as it is someone else facing trumped up charges by piece of shite small town cops, right?

Humm lets look at this a moment.
1. Was he a felon? Yes
2. Did he have a gun? Yes.
3. Did he have fentanyl? Yes
If everyone of those statements were true.. Then there is no problems.
Were the charges dropped? Yes.
Why? I have no earthly idea.

I've had marijuana charges on me dropped, and I had the stuff in my possession. It all depends on the DA doesn;t it.
My point is that even if the charges were dropped. If he had fentanyl and a gun, that was the problem and we should be concerned about that and not a cop tasing him.
ANd just for good measure.. Here is a pic of a baby that od'd on fentanyl. I wonder if the baby cried as it was dying?

however that cop didnt need to do that, and the fact that she allowed herself to act in that manner while being filmed shows she isnt the sharpest knife around and probably shouldn't be in law enforcement.

Do you think that he- as a convicted felon- was charged for possessing a firearm he purchased through legal channels? He didn't have to steal it personally for it to be a stolen firearm.
