There is no rule on it but realistically it doesn’t happen because the window to declare up closes before the divisions are made.
For instance, last year UHigh didn’t know they were Division III until October; they had just assumed they would be DII like in years prior.

They’ll never win a district title in that district but they’ll be fine in the Non Select Division IV playoffs. What do you mean so many high schools that offer football? You talking about in the Welsh area?
