Somebody got paid off.

Does the bread need to be baked on site? Or can these franchises just order bread from a third party, and throw it on the menu to avoid the law?

So Subway must have paid off the right lawmaker for that little caveat. McDonalds & BK installing bread ovens next week

Are biscuits counted as bread? Thinking about Popeyes, and the the burger joints that have a breakfast biscuit sandwich. Put plain biscuits on the menu all day.
The problem with this exemption is that if Panera is paying $18 per hour and McDonalds is paying $20 per hour, McDonalds should be able to get better employees and Panera will eventually need to increase their wages if they want the top level fast food staff.
BTW, according to the law, what's the definition of a fast food restaurant? Can they just hire a wait staff to lower wages?

Chick Fil A makes their own biscuits for their breakfast service. I wonder if this would allow them to be exempt.
