Never driven west of Texas. Never been to Cali outside the airport. If it's worst than I-10 through Louisiana, I'm shocked or naive about our littering problem relative to other states.

Most of the litter you see is from garbage trucks going to and from the landfill’s
We’ve had a lot of storm damage over the past 4 years and they’ve been debris being transferred throughout the state.
The problem is, the trucks aren’t securing their loads and the LSP aren’t enforcing the laws

There are big areas of homeless that primarily contribute to the worse areas in CA, Portland, etc as well as other big cities.
The difference is that in Louisiana it’s the Everyman that throws stuff out and litters.

Go to the state fair in Dallas. Most blacks will just drop their trash where they stand or walk, not bothering with a trash can. Same with the food tables. Just pure trash.

I see parents doing this, as in modeling it to their kids to just throw it out the window. I've been to parked cars in my parking lots when they throw out trash and I tell them they dropped something. Or "I'll pick this up FOR YOU and throw it in the garbage can". Littering is a big pet peeve. I hate it. It's so simple to throw it in garbage cans all over the place.

It is sad people are unwilling to depose of their trash at a known trash deposit. I once watched a lady toss out 14 bottles + trash while waiting in a drive-thru at a Taco Bell. Questioned the rep, she said “It is what it is.” No one has a moral compass.

The state needs to make a committed, long term public campaign to stop the habitual practice of littering. We did it for seat belt wearing and anti smoking. We can change it, but the state leaders need Lead!
