Having a first right of refusal for funding doesn't mean you control the business. I have investors in my business that have ROFR rights for future funding. They don't control my business. Know who does? The guy who controls the board votes.
Now, they have no reason to go against the PIF since the PIF was so much money, but ultimately, the PGA tour has the votes so they have the ultimate control

People doing the financing can be a pain in your arse, but that doesn't mean that run things.
