They most certainly can and do when it is necessary.
I would call this someone a Good Samaritan. A person thay would come to the aid of a helpless stranger thay was being voilently attacked and overpowered by a POS. Even if the end result was the attacker dies. The attacker is liable for his/her own death by FAAFO

Once the perp passed out, he should have released the "sleeper" hold. Instead, he stayed locked on for another two minutes, essentially rendering the victim brain dead.
The passengers on the train that initially applauded his action were begging for him to let go once the guy was unconscious.
He didn't.
Here's another choke hold on a train where everything went smoothly.

A little quick on the bloody a-hole imagery. Just not sure it’s well placed in this sentence.
If you’re having thoughts about violently entering an exit sphincter, take a walk around the block and give some thought why you thought the phrase “bloody a-hole” was a good fit for this topic.

I think the thug is in a better place and the Marine should be hailed a hero.
