That’s the thing I don’t get about this whole fiasco. I keep seeing that LP schools are underfunded compared to other parishes, but sales taxes in LP are already high compared to other parishes. AND that existing sales tax revenue is increasing rapidly due to inflation.
Are the property millages for schools just really low in Livingston Parish? If so, why aren’t they addressing that instead of adding a 20 year sales tax, which has potential for considerable unintended consequences in terms of economic activity and investment?
I’m trying to find information/documentation on whatever analyses were done by the EFID in support of the proposal. I’m actually kind of surprised at how difficult it is to find anything other than statements in the media. Interestingly, the “Livingston 1 Cent” website is already shut down. The news releases about the EFID appear to have been scrubbed from the Livingston Parish School Board website as well.
The whole thing, including the reaction to losing the vote, just seems strange to me.

Why aren’t taxes and childcare included? I’m guessing because this would make it significantly more expensive to live in Houston.
It’s easy to make an argument fit your side when you pick and choose what to include.

Yea you don't see car insurance, flood insurance, and local sales tax(over 10%) either.
That would offset about 2/3 the difference between property taxes(Livingston Parish Prop Tax is about 1/4 of what Texans Pay in the burbs)

Below is a 2022 Tax Statement. Living in Watson adds the fifth millage rate, but at least 4 parish-wide (P/W) millages for schools.

Just going by their 21-22 audited financials.
Combined Levied Millage rate is 23.44 for Livingston Parish schools and collected around $19.6 million in property taxes for 21-22 school year. (Didn’t see district 22’s millage rate listed as I just looked at parish wide rates so like paying additional school sales tax districts 22 and 33 could be paying additional property taxes).
This in comparison to the 2.5% Sales Tax the parish school board levies across parish plus an additional .5% sales tax levied in District 22 (maybe Watson) and an additional 1% Sales tax levied in District 33 which combined had actual sale tax collections of $76.5 million for school year 21-22 (originally budgeted for $66.9 in sales tax revenue collections).
I don’t know ascension’s actual collections, but they just renewed 3 different dedicated mills totaling a 33 millage rate which is already more than Livingston Schools. I think in 2022 ascension schools levied a combined millage rate of just over 61 mills and levied a 2% sales tax (just saw a 2018 chart for sales tax though).
Livingston Schools were already very sales tax heavy in their local funding even before creating their EFID and its rejected vote for an additional 1% sales tax increase for 20 years.

Would I like to see my parish catch up to some of the others around us? Absolutely. Do I feel like our teachers are criminally underpaid compared to surrounding districts? No. They way some folks pushing for this tax talk about it, you would swear our teachers are paid with pocket lint.
We absolutely can do better and improve pay for school system employees, but just slapping another tax on us is just plain lazy. Especially when many residents’ sales tax rates are already near 11%.

The teachers at Denham High DID use a sick day today and the school was closed.
My Sophomore was at home today.
AND GOOD FOR THEM. They have a voice and good for them for banding together to use it. I hope it serves as a wake up call.
Denham High just got new a brand new football stadium, boys baseball and girls softball fields and they are nice. REALLY NICE.

20.5% of the voters turned out and 9,523 voted AGAINST the new tax.... which was supposedly for the teacher/administrator pay raises.

Timing and low turnout are what school boards and teachers usually want for elections like this.

For a school related tax proposal on the ballot on some random March is usually a shoe-in because of low turnout. The teachers and their supporters vote and most of the general public stay home. Voila! It passes.
For it to have failed really shows that the sentiment is absolutely not there for the public and that the average person is against paying more taxes for a teacher raise.

It’s because Livingston Parish doesn’t have any real business or business infrastructure. The only business this parish cares about is sucking it dry and giving all money to their buddy developers.
Leaving us being on giant suburb with cheap housing and no infrastructure. The parish is in bad shape and it may be too late to fix it.
The good ole boy system we have here and councilman like Gary Talbert destroyed it for their own gain.
