The conspiracy theory that powerful politicians forced the Big 12 to take Baylor and that's the only way they got in, like all conspiracy theories just won't die.

Obviously they were going to need 4 teams to get to 12, with UT, TAMU and TTU being the givens they needed 1 more. Of the 5 remaining SWC teams, BU, UH and TCU were the only viable candidates. Rice as you said was de-emphasizing FB and SMU was just a few years back from the DP). Anyone that thinks BU was not a good candidate on the merits is kidding themselves. Also, the big boys : UT, OU, TAMU, TTU etc did not really want a conference team in either Houston or DFW, since they all have a large presence/recruiting base in those cities. BU was certainly a good candidate on their own even with out veiled threats to cut funding to UT and TAMU.
