How did Michigan get their man but Texas couldnt?

Texas is the best job in the country, arguably, certainly top 3.
Michigan isnt a top 10 job at this point IMO.
Yet Texas had to settle for probably the 5th or 6th guy on their list.
Just the way circumstances lined up?

Michigan "got" their man , two previous times before, if Michigan was smart, they should have offered the job to Milies. Les record speaks for itself.
