Bastard surnames are dependent on the region a child was born in, i.e. where the mother is from, not where the father is from. So does being Queen regent trump House Lannister?

Jon wasn't born in the North but he's a Snow. I'm thinking it's where the father is from.

I thought he was born at Tower of Joy. But even if we don't know for sure where he was born, we know for sure he wasn't born in the North. Ned was fighting in the south during the rebellion. It's not like he asked for Robert for 3 months off, rode north, knocked up some woman, and went south to rejoin the war.

Didn't Wyman Manderly claim that when Robert sent Ned to the North to secure an alliance with some lord is when he conceived Jon Snow? That is in the chapter that says Jon Snow is named after Jon Arryn.

Agreed, but Ned hasn't told anyone anything about where Jon is from. All they know is he came back with a bastard.
There may be a set system for naming bastards, but I don't know it.
