Absolutely but from the reaction of the batter and pitcher, there seemed to be no one on base. Still, im not sure if that is a legal pitch. Some relief pitchers only go from stretch so it is possible.

Seems like the pitcher had already come set before actually getting the sign. This screwed up the timing. Catcher expected him to go through his motion and come set, so he wasn't ready.
