Quebec City in December

In-Laws are wanting to take the family to Quebec City next December. Spend a few days in the city and a few days outside the city skiing. Mother-in-law is worried everything will be closed and too hard to get children around in the snow (We will have an 11, 4, 2, and 6 month old plus 6 adults). The cold is not a concern. She wanted me to possibly research other locations but I think it will be fine and heard Quebec City is awesome. Can anyone shed some light on Quebec City in December or even somewhere close to that like Montreal?

I don't have any information specific to Quebec City, but I spent a week in Montreal this past December. The weather was fine, temps in Mid 30s - 40's, down into 20's at night. Montreal had not received any snow at that point in the season yet, so everyone said it was a good time to visit. All the markets, restaurants, and entertainment options were open. Montreal had outdoor Christmas Markets that were open, which were nice to stroll through. We were also able to take walking trail up Mount Royal with no issues. Some of the locals mentioned that it was surprisingly milder for December.

I highly recommend Quebec City. It is the closest thing you will get to Paris on this side of the pond. It could pass for an arrondossiment in Paris. The people speak French, the architecture is French and the restaurants are French.
My favorite place to stay is the Chateau Frontiac, the big fortress like hotel at the top of the hill.

Love Quebec City, spent 6 weeks there 20 yrs ago, went back in 2017 and was more English than last time but still majority French. However in 2017 I was there in February and it was brutally cold. Summer was a blast.

It would take extreme winter weather conditions for things to shut down. They average over 2 feet of snow in December a year and it snows every other day.

I went for a wedding in December of 2019. Its a really cool place, but not sure how well suited it is for younger kids in winter. When we were there the weather went from raining mid 30s to single digits the next morning. All the water froze and the whole city was basically a skating rink.

Hotel Frontenac is really cool and they have a ton of christmas trees set up along a hallway and a nice bar. From there you can take the Funicular down to a bunch of shops and restaurants

I went in late October about a decade ago, and the buzz around the city was it was the last tourist weekend due to winter. Not sure what that means though.
