Best way to get cash in UK??

What is the easiest and least expensive way to get cash in the U.K. from and ATM? I know some charge as much as 5% plus a currency exchange fee plus a local transaction fee. Are there any credit cards that don't charge huge fees? Amex, Chase, Citi, PayPal?

You are overthinking this. Take money out of arm, pay the minimal atm fee and whatever your bank charges you for a non-bank atm fee and move on.

Amex has no foreign transaction fees on purchases. For cash you are going to have to pay. If you don't need very much cash then just suck it up and pay.

Use your debit/ATM card to withdraw money from your bank account. It seems weird to put your card in and have it spit out foreign cash from your American account, but it works,
There may be a fee just like when you use a machine here, but it will be much less than getting a cash advance on a credit card from the same machine.

Just like traveling in the U.S. Use a credit card to pay for whatever you can (hotels, restaurants, shops, etc) and use the cash (obtained from bank ATMs in the UK using your debit card) for small incidental expenses. Notify all of your card issuers of your travel plans before leaving. On a two week trip, I usually visit an ATM twice (first at the airport upon arrival and again during the trip). Spend all the cash before your return. Don't bring US dollars to exchange- you'll pay through the nose.

Capital One charges zero transaction fees on foreign cash withdrawals.
The ATM you use in the UK will charge you an out of their system fee of about $2 to $4 dollars.
Good tip (above) about calling beforehand the card issuer to tell them of your foreign travel plans.
I always come back with some foreign currency and coins, I've got about 10 different ziplock baggies with varying countries' money in them. I'm not going to run out trying to pay a departure fee at a foreign airport.
