I've wondered about this for a while, does that mean you have to buy two or that if you book single they will room you with someone?

Some tour groups will pair off singles. If not you will be expected to pay more for single occupancy.

"Single supplement " is the usually terminology . Often about 50% more. I'm a female who travels solo a lot, occasionally on small group trips, so I've encountered this a lot

I haven't run into it yet because I haven't books and "packages" but I have always wondered. I will pay 50% to not have some unknown in my room.
