What's the scoop on ipads?

There's 2 in my family, but none with cell capability.
After spending the last few weekends with friends watching football games in the boat (cell) and on my patio (wifi), I'm thinking I need this in my life.
I'm open to better suggestions, otherwise can you point me toward the ipad I should choose? Are there multiple ones to choose from?
I'd guess 99% internet surfin and some football viewing.
Plan to tack it onto my business cell account. (The cell part, I don't mind buying the device up front.)
Any tips?

Depending on how you use it matters. The iPad Mini is the 4th now and the iPad Air is on its 3rd generation. Obviously mini is smaller and a little slower but not really noticeable in most circumstances. The main decision will be carrier (AT&T or Verizon) and hard drive size. If you don't plan to save tons of music or pictures or documents then the 16gb version would work and you can supplement that with Dropbox or something similar.
