U-Verse - can you get promo pricing after the initial offer but before contract ends?

I'm moving to an area where I'm forced to switch to ATT U-verse and noticed that all the promo pricing is for 12 months but you have to sign a 24-month agreement.
Can you negotiate new promotional pricing after the initial 12-month pricing expires, but before the 24-month agreement ends? Or are you stuck paying full price for the second year?

Stuck, they have no incentive to give you anything since you are under contract for another year. If you cancel, you pay early cancellation fees.

I think if you bundle uverse and tv you get the price locked for 2 years
