Trying to convince my in-laws they should get faster internet...

They said their computer is slow and videos don't load so they need a new computer... Note: some sort of DSL.

If they're in an area with LTE or reasonable 4G coverage, one way to convince them would be to show how quickly videos load on their computer when tethered to your smartphone.

Verify what speed they are paying for. If they are paying for a higher speed, then have the ISP come out and check the lines and modem.
My sister in Baton Rouge complained that it took 10 minutes to log into her email. She was paying for 6 mbps. Her computer used to zip along pretty fast. I had her call the ISP and they found a squirrel had eaten thru the outside cable and she got the speeds you list above. Now she is very happy and no longer complains.
Last year she had a modem problem which the ISP replaced free of charge.
The point is that if the computer processes non-internet things okay, then you need to have the ISP verify their service is working okay to the modem.
