I am a Mac user, so I am not much help to him.
I think he may be better off with a dedicated desktop but at this point he is looking for a laptop. He does a lot of data management (primarily through Excel and SQL platforms) and some digital editing (photoshop).
Specs (my assumptions):
Windows
16GB RAM
256 SSD (or more)
i7 Processor (or equivalent)
Supports external monitors
$1500
I had recommended a Lenovo Thinkpad, but don’t know where to start.

Maybe a Dell Latitude? For those specs I usually recommend the Precision M3800 but it's about 6-$800 out of that price point.

One suggestion on the specs: get a laptop that has two drive bays, one for an SSD with the operating system and one for a 1-2TB HDD for all data storage needs (assuming he will be storing a lot of data). Some of the ASUS laptops have two bays.
