My SEO company is telling me they have some kind of arrangement with Google that if I stop using them they will inform Google And Google will drop me from its page rankings. Sounds like Blackmail to me.

Any truth to this?

That is fricked up and not true.

Google is one of the big 3 in delivering ads on the internet (google, facebook, and microsoft - no particular order).
Now, if you were one of the top 3 ad providers in the world, would YOU create some sort of top secret, under the table deal with a specific SEO company? The sort of clandestine deal that would jeopardize your relationships with the millions of other customers?
Exactly.

Find a new (honest) SEO service provider.

No truth to informing Google, but if they control your/"their" site they can easily destroy your SEO by removing things that are working or implementing bad practices that are known to get a website penalized (like non-responsive code, irrelevant/malicious links, etc...).

What are they actually doing for you?
