New PC build HDD issue

I just assembled a new PC. Got an SSD for OS and HDD for storage. Installed Win 8.1 and upgraded to 10. I left the HDD unplugged for this, so there would be no issues. Now when I plug in the HDD, it doesn't seem to be working. I've plugged it into multiple SATA ports. The SATA cable and power cable both work, as I used them on the optical drive. IS it possible the HDD is defective? When I plug it in, I hear it spin and makes a couple of tiny noises then stops. I can't tell if it's even staying powered up.
Any ideas?

DoUrden had this exact issue and posted about it on the gaming board. His words were, "Fixed it, it shows as a "foreign" disk, i imported it and now it shows."
Maybe he can provide more details if that's not helpful.

I now see the disk under Disk Management, but when I try to initialize it, I get an error "The request could not be performed because of an I/O device error"

My disk showed up as "foreign" I used the option to "import" it and that did the trick. You right click on the disk and should get the option to import it.
