My f keys aren't able to perform excel shortcuts

I recently bought a new laptop a toshiba satellite. Whenever I use the f keys for excel it won't allow me to do the short cut. What do I need to do to fix it

Have you tried holding the function key down while you press them?

If I hit f2 with shift its supposed to add a comment but al it does is change brightness for excel

A lot of new laptops have dual purposes for their F keys now. You use the Function key to toggle back and forth. So if there is a fn button on your keyboard, press that once, and then try your F keys again.
