Is it possible that comcast is blocking Hulu?

The app stopped working on xbox and on my phone.

As soon as I switch to LTE, it starts working again...

It is possible, but completely improbable as they are part owners of Hulu.

The xbox app works too when connected to my hotspot. Switch back to comcast, blocked.

When the merger with NBC Universal was approved there were a bunch of Hulu specific things they had to do including being stripped of control. I think risking a fight with the Feds is a bigger reason it's improbable than the fact that they own it. LINK

Still, it wouldn't be the first time a company did something stupid and dared the government to stop them.

It literally wouldn't be the first time comcast did this exact same thing.

The guy that found out Comcast was throttling NetFlix had a VPN on his home network that encrypted his traffic and that's how he was able to tell. Use the VPN, no throttling, don't use the VPN and Comcast knew what he was doing, throttling.

It could be that your router/anti-virus program/ad blocker is blocking that traffic for some reason. That's generally the most common reason for these types of symptoms.

Welcome to your net neutrality rights being violated :) - don't worry it is only going to get worse or costs you a heckuva lot more money.
